What are your development tools used on this web site?

This web site, like so many others, uses a combination of tools.  FrontPage 2002 is the web site management system.  In addition, the web site uses VBScripting as well as JScripting to enhance its capabilities like the search engine and the feedback page.  There are many graphics using the .JPG format because of its compression capabilities for efficiency.  The overall strategy is to use a variety of tools that make the most sense in a specific situation.  The ancestry section was created using the product Personal Ancestral File by the Church of Jesus Christ of Latter-Day Saints.  The version used is 5.2.18.0.  The author intends to continue the use of the product because of the Church's long-term commitment to this product.  Several customizations were made to the section to synchronize the "look-and-feel" with the overall web site.

What does "Refresh rate: 115 seconds over 28.8 k.b.p.s mean?

The refresh rate refers to your computer's ability to re-read an item  over the internet (by pressing the "Refresh" button of your browser ) and display it on your computer's monitor.  This depends entirely on what kind of computer you have in addition to what type of connection you use on the internet.  The 115 seconds means one minute and 55 seconds will elapse on a 28.8 kilobits per second (k.b.p.s.) connection to your internet service provider.  Naturally, if you have a faster connection, the refresh rate will decrease in time.  A 56 k.b.p.s. connection will usually mean that one-half the time will elapse or roughly 57 seconds before the screen will refresh with the data you want to display.
